Rashid (Ali) was born in Kandiye, in 1858. He finished Rustiye (high school). Then, he took private lessons on literature, geography, geometry, logarithm. He worked in Kandiye Law Court in 1872 and after he entered different governmental offices. He died in 1918. He wrote many literary works as Terkib-i Bend, Safaul Kulub, Numune-i Hikmet.
