He was born in Albania, in 1592. He entered the Yeniceri Corps in his early ages. In March-April 1653, he became a yeniceri commander and on 17th October 1635 was appointed as the Minister of the Sea. Sultan Murad IV made him grand vizier in December 1638. During the Baghdad Campaign he was one of the consultants of the Sultan. He signed Kasr-i Sirin Agreement at the end of the Baghdad Campaign and returned to Istanbul. He had planned to make an extend reform in the governmental institutions. He organised the palace’s incomes and expenses. His reformist policies of Pasha disturbed the people. Especially, Kosem Sultana’s intrigues, Cinci Hodga and Silahdar Yusuf Pasha’s rumours on him, destroyed his reputation. Consequently, he was executed with Sultan Ibrahim I’s command, on 26th January, 1644. His was buried in the medrese(school) that Pasha had had built in Parmakkapi. He was a brave, a cautious government official. He had converted a church in Kursunlu Mahsen to a mosque. He had had restored Mehmed Pasha Han and had build a mosque and a bath. He had had build 500 houses in Sivas, Yenisehir. He had build a bath and a school in Egri. and rebuild Kose Mihal Bridge in Edirne.
