He was an Ottoman grand vizier. He finished the Military Academy in 1886. In 1898, he was appointed as a chairman in the Ministry of War. Later, he became the governor and commander of Scopa and Manastır. In 1908, he was designated as the Minister of War and a member of the state Council. On 2^nd October 1919, Sultan Mehmed VI had appointed him as the grand vizier. As he understood that the state administration was impossible without the support Mustafa Kemal and his friends sent Salih Pasha to Amasya. He was the last Minister of Internal Affairs of the last Ottoman government (1922).
