He was the grand vizier who signed the Mondros Armistice. Later he was designated as the Minister of Internal Issues in the government of Ahmet Tevfik Pasha. He made the Bilecik Negotiations with Mustafa Kemal Pasha. He played a double game both with the Istanbul and Ankara governments. Until his death he supported the caliphate.
