In Tripoli War the Turkish troops had organised a successful resistance against the Italians. Young officers including Mustafa Kemal formed a strong defence line by organising the native Arabs. With the declaration of the Balkan Wars these brilliant young officers were called back to Istanbul. As they returned to Istanbul, the Italian Army passed the defence line and they occupied Bingazi and Tripoli easily. Moreover, Italy sent out a fleet to the Aegean Islands and invaded the Twelve Islands. The Ottoman State lost Libya completely. Under these circumstances; a peace treaty was signed between Italy and the Ottoman Empire in Ouchy, in 18th October 1912. According to the Ouchy treaty; Libya was left to Italy, the Twelve Islands would have been given back to the Ottoman Empire at the end of the Balkan Wars. But, the Italians violated the treaty’s concerned article and the Ottoman authority in the Aegean Sea had declined. |
